Help for the poor or slave labour ?

I think it's good idea , but I think they should get a proper wage for this work as it might let them see the benefit of full time employment.
On the other hand I can't help but wonder what might happen to the council workers who get paid for litter picking and gardening will they become unemployed ? Is this a way of getting free labour ?
So what do you think help for the poor or slave labour.
