I think the motivation of the Club of Rome/elite is control of the world's resources - not just the revenue from a carbon tax, which would be paid to a central, world bank - and profits from cap and trade.

Correction: The book The First Global Revolution came out in 1991 - not in the 70s.

The first publication of the Club of Rome, The Limits to Growth, was the one that appeared in the 70s - 1972. It was a report that was based on a study that was commissioned by the Club of Rome.
