Are these the same lights that were seen over a decade ago above the same city? Could they be flares yet again? What are your thoughts? I personally think these are flares but who knows....

Looks like run-of-the-mill air traffic to me.

Phoenix International Airport must have been backed up.


Those screen-grabs come from a web cam with a delay, right? It's just misleading because of the lack of live motion.

Correct. That building with the webcam is just west of Sky Harbor....and that is incoming planes.

The "flares" were seen on the west end of phoenix, not in line of sight of this cam at all.
