Obama to support India nuclear clubs..and rare metals exports..

Ok so obama appears to be giving nuclear development support to india while at the same time attempting to take step on some toes of the china export industry if I am reading this correctly.
could this be due to the attempted rare metals export limit china recently tried..

also is the nuclear agreement a way of giving our political friends more power to take out mutual enemys?
