Is Wayne Madson Legitimate?

I have been dealing with alternative news sources for years now, and usually they are from relatively obscure sources.
Now I have also been seeing stories from Wayne Madson over the years and have always wondered just how legit this guy is. He tends to break big stories, but for some reason they lack substance or never make headline news.
That being said, I have never actually seen anyone refute this guy on what he says, they just kind of dismiss him, which in my opinion is not good enough.

Where are his sources, his contacts?
Who are his sources/contacts?
So can anyone shed some light on this guy beyond what Wikipedia tells me?
It seems everything he says is some conspiracy.
