Apparently the government there is contemplating demolishing the entire village and burying it under earth. Why would you need to bury the remains of a village if the illness is caused by minerals in the rocks around the area?
Rock weathers and the soil in the area will be full of the same material.
This soil blowing in the air is the source of the mesothelioma not the solid rock. People. animals and cars all spread this dust
Even concrete made from the soil is still a danger.
You need to demolish and bury (capping)the building to keep people from moving back in and to stop the dust from the building materials from blowing or washing away and spreading the problem.
They will likely bring in dirt from another area to cover all the areas that the toxic dust blows from and use plant cover to control the rest.
