Time Offset problem

I didn't know where to send this , hence this thread in the board forum . What is up with the time offset not changing in my settings ? It is set to GMT +4:30 Kabul and for some reason does not want to change . I need it to be GMT + 2:00 , so if any mod could fix that I would be very grateful

Funny thing is with my time and date is that it never changes

I have just noticed another anomaly.
What the software calls "GMT" is actually "GMT+1". Perhaps this is because the update was carried out when Britain was on "Summer Time". Now that the country has come off Summer Time, I naturally wanted my own time settings to revert to GMT. I found that the only way to achieve this was to set them to "GMT-1".
