Location is N37 20 6.8 W115 23 29.1
It looks like it is in "free territory". It is too low to view Groom Lake.

If you run the Google Earth history, you can see this area is in all the imagery. Thus it is not a fluke.

It may be a helipad for servicing an antenna site. There appears to be a manmade object about 100 feet to the southeast.

Helicopter access would explain the lack of a trail.

I don't really see the strategic need for infrastructure in this location, especially in free territory. Maybe USGS related? I can see if the BLM has any answers.

Hum well I am stumped as to what this is , maybe they transported a small dozer in there to clear this area off for some reason because there are no tracks going in there .

In a place that small, they would use a bobcat. I wouldn't rule out a bladed ATV or one with an excavator attachment.

There is generally some limited amount of dirt you can move without a permit, but I don't know about BLM land. Given the proximity to Range 61, I would expect this is Nellis related and not Groom, but you can't rule anything out.
