Bush to stop buying oil

Bush to stop buying oil for the reserve during the summer months would have a direct effect on the price and also have an indirect effect of a "signal to commodity traders that the White House is serious about oil prices".

An additional way would be for the president to address the nation and ask the public to conserve fuel. This would not be asking people who have special transportation needs to give up their SUVs, but simply to drive less, car pool and use public transportation when practicable, drive slower, and not run their air conditioners as much as normal (perhaps set them a couple of degrees higher).

I would add that instead of everyone driving own "truck" to maximize traffic jams you could take neighbour with you whenever possible.
