My dictionary (the Concise Oxford) defines heresy as "Opinion contrary to the orthodox doctrine of the Christian Church".
In other words, someone who agrees with the orthodox opinion of the Christian Church cannot be a heretic.
For most of Christian history, it would have been understood that only an ecumenical Council of the Church could have enough authority to decide conclusvely that an opinion was heretical. So unless you are an ecumenical Council of the Church in your own right, you don't have that authority.
