The silent leadership of North Korea

Am I the only one who thinks it's weird that Kim Jong Il is mostly out of public eye and rarely speaks? The same with his son who barely any North Korean barely knew or knew at all till he was announced the leadership heir position. I just find that weird and it's my conspiracy we can have secret leaders in the world.

N-Korea is officially at war with USA, in that sense, the secrecy is necessary, because anything said can be used as evidence in the court of law.
