lol. USSR did not rename itself to Russia. Russia was already a country that simply ran and helmed the "United" federation of Socialist Republics known as the USSR. In other words, the USSR was a group of separate countries, united under Russia's rule. When USSR collapsed, all those other countries simply broke away and continued being their own countries, and Russia simply continued being Russia and not ruling the USSR.
