Now, just think about this one just a little while. "Congressional approval for any new federal regulation". Isn't that exactly what bills do anyway?

I mean I know the average American is nearly brain dead, but cmon!

You do not understand what the Federal Register is.
This is laws and regulations that are not voted on by congress nor do congress have to even agree with them.

One agency that puts new rules on the books with out congress is the EPA

Say the congress give the EPA the power to regulate CO2.
The EPA does not have to go to congress to add a law to require companies to report how much CO2 they make.
The EPA just puts the law on the federal register and publishes the rule.
And if no one with power to block the rule complains it becomes law.

Congress never voted on the rule to have mandatory reporting of greenhouse gases.

This is a back door around congress use by the PTB to control the people.
And they can use it to screw you.
