FEMA & Gateway Arch

Anyone heard anything about the gateway arch in missouri? Is it a FEMA communications center with deep underground bunkers and a nuclear power plant. Is the arch is just a giant antenna?

My uncle passed away last month and we found a lot of papers on this in his cabin. He was a construction supervisor for Jacobs Sverdrup co. during the 60's.
