OK, after you stop laughing, just remember that I'm not of the IT age and I've had this comp. for only 9 months or so. Is it important to manage your cookies, if so, how do you do it?

Im not exactly sure of your question...your browser will manage them accordingly and how they are needed. Theyre stored in one area and accessed when you need them.

I've seen it said here about people managing their cookies, some people do it religiously. I have no idea what that means.

Probaly just cleaning out advertising cookies that get placed by adverts. or just cleaning them all out and starting over. Run Spybot and it can get rid of bad cookies for you...
