as i used to say, if in some times a pic or a movie is so bad (like that one there) that it can be "anything", it's better to destroy it then to use it to try to proof whatever.
something true, but with horrific defenition qualitie will be used fast as hell by "agents", to desbilife other subjects or persons.

i do not recall the name of the venezian library, but it is famous by historyans because it is the place in all the world with the biggest amount of original records about the "black death"/Black Plague.

You refer to that MIB photo which may or may not be authentic.
What is wrong with a witness who was there? I have seen too many fake photographs.
The MIB I saw did not skulk, they openly showed themselves and I was very intimidated.

Anyone can take a photo of an MIB, as usually, they're just quasi-government officials....(ooh, a photo of a guy in a suit... ) I don't see the big deal with photo evidence, unless it also includes something of an extraterrestrial nature...

personaly, the reason why we dont have any proof that they exist is maybe cuz, they have some kinda mind wipe thing (the metal tube in the movie), or no one lived to get it out

Photo evidence isn't much use in this aspect is it? The eyewitness testimony, and paper trail as to who the men work for, that's the meat of this. The Rendlesham case is perhaps one of the best more modern examples.. Forgetting the name right off hand of the organization, but it's a more civilian arm of the MOD, and very secretive...(right on the tip of my brain....)
