The paranoia can be seen with how the law is written up, and is understandable considering it was during a time when we were comming back from the
Moon with samples, unknowns.
But again why a public law when it was official NASA scientists wearing protective garments and handling the rocks from behind sanitary enclosures
sticking their hands through holes that had gloves?
They could achieve the same point by simply publishing a policy memo within NASA instead of creating a public law when no one in the public realm
would be dealing with moon rocks and such.

Didn't they try to over two successive weeks in 1952 but were chased off?
On 19th July,1952,several UFOs were plotted on multiple radar screens travelling over the Whitehouse airspace corridor.
They were also witnessed by huge numbers of people and fighter jets were scrambled to intercept the objects but where 'outran' by the UFOs.
Exactly seven days later on July 26th,the UFOs returned,were again captured on multiple radar,were again witnessed by huge numbers of people and were again able to outrun military fighter jets.
The Washington merry go round was the most reported UFO sighting in history -it even beat the Democratic National Convention out of headline space.
It was reported in many countries including London,Canada and Mexico and even the 'Office of the President of the United States' was requiring information from the US Defense Department.
It caused the largest military presss conference to be convened since the end of World War 2
(there was also nearly a riot caused by the incident in the lobby of the Roger Smith Hotel).
This film describes the sequence of events and shows USAF deputy chief officer Albert Chop explaining how the objects were captured and plotted on various radar screens travelling in excess of 7000mph.
