how could a bad weather afect the shotdown of enemy balistic misille by laser stationed let's say 300 km over Earth surface?

Bingo. ICBM are flying up to 1000 km over the Earth surface. I know that the ICBM should be destroyed early after the start, so let's say when it's
100-150 km over surface. It is way above all clouds and weather effects.
