I'm not one for calling FAKE but this one is lifted directly from the 1985 TV miniseries Humanoid Defender (aka J.O.E. and the Colonel) by Nicholas Corea.
A routine sci-fi adventure, squarely in the comic-strip mold, about a renegade scientist who creates the perfect super-soldier thanks to a process called molecular recombination. Named J.O.E. — J-type Omega Elemental — the hunky humanoid is designed to handle dangerous assignments, but becomes the target when he refuses to comply with his sinister government taskmasters. The empathy between the scientist and his creation is unusual, but a solitary intriguing touch is insufficient to raise this failed pilot for a TV series above the hundreds of other similarly-themed movies cluttering the video-store shelves.
