Underwater tornado?

It appears to have the same qualities as a land tornado. Since there is no wind in the ocean I am at a loss as to how it forms. Perhaps there is an air flow from the sea floor. In any case it is interresting.

The equivalent of wind underwater would be currents. I noticed that a diver is looking down from above a large rock formation so it would make sense that an eddy has been formed by the interrupted flow. Add bubbles from the divers breathing apparatus and you have the interesting result filmed.
