HATIF, or ‘phone’ in Arabic, is designed to ensure safety and confidentiality for extremists tired of the radical life wishing to ‘quit’. HATIF sets up a certain hotline for extremists to call - similar to that of a suicide hotline – which is secure or gives out certain phone numbers of Bundesamt für Verfassungsschutz’s agents. The German government hopes to halt religious extremism before it gives way to terrorism predicated on Islam.
The activity of extreme Islamists has been high in the forms of various extreme Muslim organizations. Some organizations blatantly sanction violence in the name of Allah, eulogize Adolf Hitler for mass-murdering Jews, and are suspected to have links with Germany’s neo-Nazi parties like the NPD (National Democratic Party of Germany).

People do have second thoughts sometimes or find out about things they may not fundamentally agree with. Can't hurt to have a number like this available to them where they know their concerns will be taken seriously.
