According to Av Week, The Boeing Company has received a patent to a cargo aircraft configuration, with low observable characteristics. It appears the bulk of the work was done at their southern California facilities.

Patent Lifts Veil on Boeing's Speed Agile

I recall hearing from others in the business "...as an aircraft design configuration matures through the trade space, span loaders tend to grow a tail". Below is a link to the FBO that was posted by AFRL in 2007.

Speed Agile Concept Demonstration (SASC)



Air Force Research Laboratory, (AFRL/VA ) solicits research proposals Speed Agile Concept Demonstration. This program seeks to achieve a technology readiness level (TRL) of at least five (50) by 2010 on an integrated mobility configuration in the areas of high lift, efficient transonic flight, and flight control in order to support future technolgy development and acquistion activities.

credit to flateric for the find, one of the inventors is Darold Cummings, Chief Configuration Designer for the Northrop YF-23!
