ALL the oil companies we allowed to drill because they told the U.S. Government that if a catastrophic blow out were to happen they would be able to contain all the oil with little to no damage and stop a leaking well.

THEY LIED.

THE DEEP WATER HORIZON PROVED THAT WITHOUT A SHADOW OF DOUBT.

So why would any sane person allow EXPLORATORY....I will write it again...EXPLORATORY, non oil producing wells to continue drilling in DEEP WATER if we know there is no way on God's green Earth...THAT THEY CAN CONTAIN IT OR STOP IT IF SOMETHING GO'S WRONG.

It wasn't an exactly an exploratory well. There are numerous wells producing in the Mississippi Canyon area and a few of them are in deeper water than the Maconda. The leaking well is called the Maconda. The Deep Water Horizon was a rig owned by TransOcean. The moratorium was illegal and a knee jerk reaction. The problem was caused by a number of human errors not equipment or safety system failures. The BOP failed because someone in BP modified the first set of shear rams such that it couldn't contain pressure from below. A BP rep, with MMS approval, chose not to run a Casing Bonding Log to determine the integrity of a cement job. The cement job failed (this is a really bad thing) and the first line of defense wasn't able to do it's job because it had been modified. These are all human errors and they are errors that 99.99% of anyone that works in the business would not have made.

As early as 2001 MMS published the GOM Deepwater Operations and Activities Environmental Assessment. Back then they considered 1,000 feet of water to be deep. In the very lengthy document MMS stated (paraphrasing) that a blowout in deep water (1,000') would be difficult to contain and a relief well was the best option for stopping the leak.

It can be stopped and it can be contained if something goes wrong. It takes time to do it but it can be done. All of the hand wringing and typing in caps doesn't make it go any faster...
