Why can't they calculate the tide and the currents, maybe underwater weather balloon-type sensors, to determine the best places to detour/recover oil-crap and recover or coral pollutants?

With all the resources at hand and the money being spent... how is this not possible?

The infrastructure is already in place; they're spending upwards to 2 billion to date. Why can't they track and recover at the same time they are doing the cleanup?
