There is nothing in the video that leads me to think the object may be of extraterrestrial origin. It is as the topic title says, a unidentified flying object. In other words, *yawn* ...next.

Looks like a huge Alien sitting in that thing opening and closing the blinds!!!

Definately not a balloon IMO...

Maybe it was shot side ways so he could view the ground and the air easier. idk

This is the sort of response to a forum thread that pisses me off, no attempt to give evidence or reason, just a stupid statement.
No one here really knows what the object is, comments on inflatable rubber tyres (tires for the Americans here), pool inflatables, without real thought are senseless conjecture. Obviously the object has been recorded/posted by the OP as it was unusual, and as a person who speaks a foreign language the voices transcript is not going to be known to non Japanese speakers.
The object whatever it is shows sign of movement, be it rotational, be it transformational, lateral or vertical, there is no visual attachment to the ground or other building, vehicle, person. The object may be radio controlled, it may be manned or unmanned, but any evidence of known propulsion is not evident.
