Did Cohen foresee 9/11 and a future attack on Berlin?

As a big fan, I can tell you that Cohen often wrote about the tragic-comic experience of the dictator. Often in his songs and poetry, you find former dictators or men of influence who have been exiled.

What's your opinion that the song is about the German terror group Rote Armee Fraction?

From Wiki:
"The Red Army Faction (German: Rote Armee Fraktion), shortened to RAF and in its early stages commonly known as Baader-Meinhof Group"
