A bomb attack in Cologne that injured 22 people likely was the work of criminals and not a terrorist group, Germany's top security official said Thursday.
"Indications are that it was not terrorists, but the criminal underworld," Interior Minister Otto Schily told reporters after meeting with his French counterpart Dominique de Villepin in a German border city to discuss security issues.

The German neo Nazi movement is small in percentage to the population but nothing to joke with. Their network structures are close to organized-crime and are in general involved in it, for example the illegal arms market. Furthermore are known to be extremely violent, cowardly, capable of murder and willing to attack targets with many casualties. Usage of explosives is also known to happen.
Speaking in favor of the German youth and people, the Anti Fascist Action (AFA) is large and very outspoken in Germany. Protests against extreme right are not always peaceful. Extreme right is not accepted in German society and in general should be seen as a direct product of social-economic issues.

German authorities offered a $24,000 reward Friday for clues in a bombing that injured 22 people. They said they were seeking a man believed to have parked a bicycle on which the bomb may have been placed.
Experts were still determining the type of explosive and the mechanism used, police spokeswoman Gudrun Haustetter said. But the Berlin newspaper Der Tagesspiegel quoted unnamed security sources as saying that the bomb was built using a natural gas cylinder and detonated by remote control.
