This is incredible. Russian man single-handedly building metro system!

Russian man Leonid Murlyanchik has been building his own metro underground train system since 1984. The metro is close to completion and Mr Murlyanchik is offering to hook neighbours up to the system.

Lol the garbage shoot huh? Your destination might be worse than the origination. That is one cool tunnel. I wonder what type of railway system would be used? Maybe electric go-karts? That would be awesome!

There isn't a lot of information I can find but Trendhunter (of all the sites!) suggests that the system runs around Mr Murlyanchik's Property:

Leonid Murlyanchik is not a very wealthy man, but he is using his pension to fund his very own, private metro system. The underground system of tunnels that burrows around his property is surprisingly up to code and has all of the necessary permits.

But the real kicker here is that in a few more months, the private metro system will be fully operational with tracks and trains. Leonid Murlyanchik has even offered to start building connecting tunnels to his neighbors if they feel inclined to join in.
