Your brain is transmitting out all the time, i.e what you see, and what you hear. So in theory i would suspect the nsa could use any animal without chips really as long as they knew the brain freq of that animal.

They can and do tap into anyones mind, and they really can see what anyone is seeing. So why not a bird?

I think this scenario is very possible.

you are clearly deluded, i know the description of a racing pigeon, this bird was picked up by a local for peace's sake! it lies next to the border of pakistan, it is clearly a racing pigeon, and as to tapping into the birds brain, are you serious? it was found most probably in a slum, pigeons dont think like humans, it would be pointless to tap into its brain!

You could torture it & find out it committed every single crime throughout human history, including Jack the Ripper, 911, JFK AND RFK.

(just make sure you get the bird seeds in the correct cubbyholes)

Threaten it with imminent barbecuing.

I can tell it is a terrorist pigeon, by the way its feathers lie.
