Is the "Top Kill" device sitting on the well head or floating above it?

I was watching the device on tv and it seemed to be moving like it was still suspended on cables from the top. I thought it was to function like a cap of some sort. Or are the cameras moving? It looks like the top kill thing is moving.

If they are not going to use it's weight and size to slow the leak why is it down there? Couldn't they just run the mud tubes directly into the spill?

Am I seeing correctly? My TV is not high def. and I don't have streaming video on my computer since it's dial up. I am not asking this question to be a smart azz.

The pipes labeled “Top kill” is attached to the top kill valves on the blowout preventer. They allow them to pump mud in right above the well head and below the BOP stack.
