Why don't we just look at the Hebrew?

transliteration:

ha nefilim hayu va'aretz, the Nephilim (hayu) the Land.

Hayu comes from Hayah, which means to exist, to be. Literal translation the Nephilim exist the land. On or in becomes irrelevant as in the land is the same as on the land.
