Japan was basically on the verge of surrender. They were negotiating with the Americans. The only thing they couldn't accept was the abrogation of their emporer who they saw as literally a God on Earth. But America would not budge on this.

Lets be honest. The U.S. wanted to test the two weapons they had spent billions on developing to see if they actually worked and what their effects would be.
