NASA this and NASA that...

What most people need to realize is that NASA is enormous, with all kinds of branches and sub-organizations out the wazoo.

While one group in NASA tries to prove "A" correct, there frequently will be another group trying to prove "A" wrong. If not because they believe it, at least because the second group was started by a guy that got kicked out of the first group.

NASA is not nearly as cohesive and monolithic as most folks tend to believe. That is why NASA is so bad at keeping secrets. Most of the highly classified secrets are military and private contractor. And both groups try to keep the NASA people from learning any more of their secrets than absolutely mandatory!
