Was the universe highly organized when the big bang first happened?

After watching a documentary by Roger Penrose, I came to understand (by the way he was explaining it) that since entropy get more random as time goes on, then the beginning of the universe must of been highly organized? Does anyone know if this theory is plausible? Remember it does come from Roger Penrose, a highly respected physicist.

It was, but not perfectly, because had everything been distributed evenly there'd be no stars, galaxies or anything. Just a 100% even cloud of hydrogen atoms..
