something are meant to be left alone.

so i guess weather control is not that far fetch after all .

i wonder what else they can acheive with that technology.

Actually, I see this as the beginning of the beginning.

Weather control is one of the main criteria of becoming limited masters of our own destiny and making the leap from a stage 0 to a stage 1 civilisation.

Yes, there is probably some evil genius kind of thing that could be done with this technology, BUT, the benefits of something like this in places like Africa and rural Australia would be huge!!

In a bizarre way, this totally reminds me of Wilhelm Reich's Orgone machine.

Based on what?

If this can bring rain to areas of Africa that are parched and in need of drinking water then how can you make that statement?

Any technology is apt to be abused by those who would exploit to it to selfish ends and you could make your argument for any technology, not just this one.

If we heeded every warning that humanity isn't mature enough to possess that technology we would all be on the level of Amish folks. Or worse, we would be still living in caves since the wheel is a tech that we aren't mature enough to possess.

They have found that they can cause it to rain with lasers. They have also been successful at causing lightning to strike a desired target with lasers - UV lasers in fact, so you wouldn't even see that the strike was "triggered".

Imagine a huge thunderstorm over your enemies city, and you had the ability to fly a stealth plane in or over the thunderstorm, and then pulse a UV laser onto a sensitive spot in their power grid, or other spot vulnerable to a huge lightning strike, with "natural causes".
