US Embassy Warns of Increased Terror Threat in India

The United States is warning that terror attacks could be "imminent" in India's capital and is cautioning Americans there to be careful.

The U.S. Embassy in New Delhi issued an increased warning today for American tourists in India or those living there, saying "there are increased indications that terrorists are planning imminent attacks in New Delhi."

The U.S. warden message includes a list of popular shopping centers in the Indian capital where terror attacks might occur.

Australia also issued a similar warning to its citizens in India.

So if they know where the attacks might take place and who is behind these attacks, why doesn't someone just arrest them before they carry out an attack?
