This can be done with bombs set to detonate within a certain allowance of diameter using GPS, which is potentially much more devastating as it allows crude uranium based nukes to be used inside whatever can carry them and by much less sophisticated nations. A standard shipping container could probably fit 2 or 3 crude WWII era nukes.

As for retrofitting a container / merchant ship with batteries of cruise missiles... In a conventional sense it is potentially devastating as now destroyers are indistinguishable from all traffic.
