...as civil war, then is there a such thing as civil peace? Is a place like America today in civil peace? What say you? How does one define civil peace? Are any of you at peace with the federal and state and local government where you reside at? Why or why not?

It's called "Civil War" to distinguish it from "International War".

"Civil" means "belonging to a city", so a "Civil War," originally, was a war happening between two parts of a city. dating from the age of city states. Nowadays, it means a war happening between two parts of the same nation.
