Besides the Income tax aka the 16th Amendment is un Constitutional anyway.
Furthmore even if it was legal it would only apply to D.C And terrotories under Federal Control.
States are Sovergn.

its an amendment in the Constitution, therefore income taxes are Constitutional. and no, states are not sovereign, they are bound by federal control, yet have some rights of they're own.
