I'm working on a thread to be called: "The Flying Saucer Conspiracy: Cold War Spy Fi?" I have located the article in Aviation Week, and based on my reading of Kehoe, he was the one who started the rumors in the Pentagon. Also, as you know, the government was commissioning studies left and right to prepare America to claim the " High Ground," even before NASA was a gleam in Eisenhower's eye. I think Tombaugh got a grant to search for potentially dangerous debris in near Earth orbit and, well, things got a bit out of hand when Kehoe found out about it.
