Rep. Paul Broun (R-GA) veiled racist remarks

Yeah, he was trying to create a deep metaphor that compared the Civil War to the national turmoil and political division of this stupid Healthcare Bill, the result of which is this useless medical card, as useless as a Confederate dollar.

He didn't explore the metaphor fully, and he probably shouldn't have tried to use it, since he was so obviously uncomfortable with it.
