Indeed, it's why they can get away with it. Even fines on the street are only legal if you agree to it.
We once got out of paying a fine when my missus lost her train ticket as she didn't sign the little slip they give you. All while that was going on,
a Plice officer was being very arrogant and rude to me, with the desire to try and provoke me.
Apparently, despite being a foot shorter than he and laden down with shopping, I was being "intimidating" just because I was telling my missus to
stand up for herself and refuse the fine, as I had the reciept of the train ticket (as I bought them both for me and her) but the little one had
binned her copy on the train.
I asked him how, exactly, I was being intimidating and he claimed I was in breach of section 5, POA (a typical response by Plod) despite me not
shouting or swearing. I politely reminded him exactly what a breach of Section 5 entails and we walked away.
They did chase for payment, but when I asked if they had a signed slip from my missus, they "couldn't find it" (as it didn't exist) so dropped the
whole thing.
People need to grow some balls and challenge these laws, otherwise we will daydream into a nightmare.
EDIT: I'd also like to point out (as I did to the Rail staff and Police) only an officeer of the Law can issue a fine and again, this is only with
your consent. As guaranteed by the Bill fo Rights 1689.
