I'm guessing India had alot of pressure from both internal politics, it's relationship with Pakistan and pressure from the U.S. not to sign on this deal.
Just imagine if this signed today and India was part of it and Pakistan charged india a transit fee.
It's a shame really, because of politics they couldn't partcipate, however if I were at the helm in India I would have done the same. A shame still.
With all the sanctions on Iran and most superpowers trying to keep Iran in the dark ages through sanctions Iran is trying it's best to stimulate it's economy peacefully.

Correspondents say that Delhi has been reluctant to join the project because of its its long-running distrust of Pakistan, with which it has fought three wars since independence in 1947.
India has instead invested in civilian nuclear reactors to help fulfil its increasing energy demand. It also signed a landmark civilian nuclear deal with the United States in 2008.
