Agreed, that he does not care.... As a matter of fact I think that 1% you are talking about are only politicians and bureaucrats that feel like they are the law and no one can stop what they do.
I can see this moving forward if there is a decent judge out there that can take this case without bribes or bowing to pressure from other agencies telling him to back down...
