A bit tongue in cheek mind
Or to place route markers to suspected dissenters homes and or rallies or marking staging posts for FEMA fleet vehicles ??
And pardon me for this, But that car looks very powerful for a civic highway department engineers "works" transport..

Here in the UK civic transport/inspectors cars are usually claped out junk..

"That looks like your average training base to me."
You would be quite right assuming that it was a training barracks,
But this is no ordinary military camp. it is in fact an interment camp used during the "troubles" here in Northern Ireland, it s situated in a place called Magilligan point Co Londonderry, It housed political internees (detention without trial).. So IMO it is a detention camp. Guarded by the MOD

A bit disingenuous of you to neglect the fact that internment was ended in 1975 and was viewed as pretty unsuccessful.

FWIW my old bar manager at Magee was intered - and basically described the process as an ideal training school for terrorists - probably why it was curtailed.

A good read if you want some more history on the prison system during the troubles is Ten Men Dead by David Beresford. Although mostly about the Long Kesh / H block hunger strike it does give some remarkable insights into training methods employed by PIRA in the prisons.

Oh and as for "A FEMA" bit - we dont have FEMA in the UK so the whole premise is a bit shoddy.

OK silk i got my hands up I am coming out
To be fair the OP is from the USA and and i used FEME in a bit of a spin..
And also that camp remains there to this day As a military training camp due to the Internal security ranges (FIBUA) In that area, Also there is a similar camp in Wiltshire England called Rolstone also a cadet training camp which was converted in the 1st gulf war to a Iraq POW camp manned by the UK military, I should know i was part of the guard force, The point being that most "transit"camps in the UK can be turned into interment areas with little bother..
