Overall, the population in this region resides in structures that are a mix of vulnerable and earthquake resistant construction. A magnitude 6.6 earthquake 250 km West of this one struck Niigata, Japan on October 23, 2004 (UTC), with estimated population exposures of 481,000 at intensity IX or greater and 386,000 at intensity VIII, resulting in a reported 67 fatalities. Recent earthquakes in this area have caused landslides and fires that may have contributed to losses.

I think a 6.6 is somewhat "out of the ordinary", even for an active area like Japan.

That's nice.

These people think it's not all that out of the ordinary.

See, I read that as - 4.0's - lots, 5.0's not so many, 6.0's unusual - sure they have them, we all know that, but they aren't "usual" IMHO - demonstrated by just over one a month.
