All too common.
The greatest achievers are usually called: President, Prime Minister, First Secretary, Chancellor etc.

I agree, to a point...

It was just last year when Police arrested the 'Stew Maker' a Mexican drug thug who dissolved 300 bodies in acid

He was a former lieutenant of the Tijuana-based Arellano Felix drug cartel
It wasn't dazzling police work that caught him but a tip from a rival gang...

true this is an extreme case but...

You cant really say all these big body counts are behind us... not just yet.

Story about who the "Stew Maker" is

Well here is a list of unidentified serial killers, such as Zodiac Killer and the classic Jack the Ripper.
WIKIPEDIA

I've always had a strange fascination with serial killers since I was about 12 years old. Nothing weird about it.

For the sake of it here's a list of SKs that have killed themselves:
WIKIPEDIA
Murdered in prison:
WIKIPEDIA #2

the one I'm most interested in is Ted Bundy (intelligent, "handsome", witty, escaped prison more than a couple of times). obviously it's tragic what happened, and there are families of the victims still alive, but I find it interesting how people can seemingly have no remorse for these sorts of murder.

That's why i don't blame them for their crimes it is something genetic.
Most killings are tragic such as the Moors Murderers here in the UK

Well your numbers are off from the begining. According to the FBI there were 14,180 murders in the US in 2008. We can not verify how many missing persons are dead. So, any use of the number 18,000 is wild speculation.

Here is a good article on why we will probably never have a clue.

There are even more reasons we can never know.
Top Ten Serial Killer Myths

From myth number four

My favorite choice for disproving the serial killers are brilliant concept is to take a look at Ted Bundy, Americas most famous serial killer. It is said how terribly smart he was; that this is why it took so long to catch him. Is this the same Ted who couldnt make it through law school, who drove a GOLD Volkswagen to the lake in broad daylight and went up to women he was planning to kidnap saying, Hi! My name is TED!? Is this the same brilliant guy who nearly strangled his girlfriend who then found in his bureau drawer the plaster of Paris he used for fake casts in some of his abduction ruses? This same girlfriend and a couple of other people who knew him went to the police with their suspicions. The police ignored the information because he didnt seem the type. I think the movie Dumb and Dumber comes to mind for the killer and cops involved here. Ted was finally caught, not by clever investigative work but because he was caught speeding. He was so bright that he lied to the police officer about seeing a movie the cop knew didnt exist and then he let the police officer look into his trunk and note his rather obvious rape kit. Ted was by no means brilliant and it was the solid work of a beat cop that got a killer off the streets.
