The World Constitution and Parliament Association

I was searching around online for world constitution when I came across this website. It appears they have been working since 1958 on a world constitution and parliament association. I wonder if this could tie in with Gordon Brown's idea of a world economic constitution. It also calls for a Federation of Earth

The World Constitution and Parliament Association is an organization responsible to orchestrate logistics for convening a series of World Constituent Assemblies for drafting a Constitution for the Federation of Earth, for holding sessions of a provisional World Parliament, and for the convening of a Founding Ratification Convention, to obtain official preliminary national ratification of this Earth Constitution by a minimum of approximately 25 national governments.
