why we must blame anyone other than Global Elites?

I Wonder why we must blame People like Mafia, Muslim Extremists, or smaller people for Many Problems in the World while we must never blame Global elites, Zionist Jews, or world's Richest People(other than mafia) for any problems in the world?

Perhaps, we should take responsibility for our actions and start with ourselves? It's always easy and convenient to blame others for our problems. I am not denying the existence of a sinister faction within the Govt, but blaming someone else for all our problems is self deceiving.
