A NYPD officer has came forward with some pretty damning claims against the department.

NYPD Officer claims pressure to make arrests

When Officer Adil Polanco dreamed of becoming a cop, it was out of a desire to help people not, he says, to harass them.

"I'm not going to keep arresting innocent people, I'm not going to keep searching people for no reason, I'm not going to keep writing people for no reason, I'm tired of this," said Adil Polanco, an NYPD Officer.

Officer Polanco says One Police Plaza's obsession with keeping crime stats down has gotten out of control. He claims Precinct Commanders relentlessly pressure cops on the street to make more arrests, and give out more summonses, all to show headquarters they have a tight grip on their neighborhoods.

"Our primary job is not to help anybody, our primary job is not to assist anybody, our primary job is to get those numbers and come back with them?" said Officer Polanco.

Eyewitness News asked, "Why do it?"

"They have to meet a quota. One arrest and twenty summonses," said Officer Polanco.


Apparently a local news station has conducted an investigation and obtained audio recordings that back the officers word.

In another recording, the 41st Precinct Patrol Supervisor appears to step up the pressure to write more and more summonses:

"Next week, 25 &1, 35 & 1, and until you decide to quit this job to go to work at a Pizza Hut , this is what you're going to be doing till then. Do you understand?" asked the patrol officer.

"He's being clear, the only choice that we have is to do it," said Officer Polanco.

Eyewitness News asked, "Are you telling me they're stopping people for no reason, is that what you're saying?"

"We are stopping kids walking upstairs to their house, stopping kids going to the store, young adults. In order to keep the quota," answered Officer Polanco

"At the end of the night you have to come back with something. You have to write somebody, you have to arrest somebody, even if the crime is not committed, the number's there. So our choice is to come up with the number," said Officer Polanco.


That last bit is probably the worst. Even if no crime is committed an arrest is made to make the number. The charges may be thrown out or dropped, but still you have an innocent person arrested and jailed. Worse, if they are not dropped you have an innocent person convicted and jailed.

I know officers frequently deny the use of quotas. I am not saying every department uses them. However, it is interesting to hear an officer admit they exist and the he is sick of it.

I've noticed the police in my area are more active to. It seems to me they are being used to generate revenue for the state, not "taking back the streets".

My wife was recently ticketed for stopping and screeching her brakes. She didn't hit anyone and was not speeding at the time. She was still tickited for "careless driving". She is friends with cops from another township and they agreed it was a stupid ticket. They even contacted the officer who gave out the ticket but he refused to back down.

We went to court to fight the ticket and met several other people fighting similar frivolous tickets. The best we all could do was have the charge reduced to avoid points but still pay the same fine. It seemed they did this with all challenges.


It seems to me that cash-strapped municipalities are increasingly turning to their police forces as a source of revenue, thus turning them from protectors of the people to tax collectors.

It's a shame when innocent people are caught in the middle to satisfy government greed.

No offense taken.

Its news because while many citizens strongly suspect this is the case due to the actions yourself and others have described - having an actual officer get sick of it and admit to is a pretty rare thing.

District attorney's offices generally are so backed up, they don't need to solicit for more "customers". They receive the same salary whether they prosecute 10 cases, or 10 thousand.

Where I am, it's so backed up now, once someone has their preliminary
hearing, it's usually about three years before the case goes to trial.

This is because of the huge backlog of cases. Doesn't say much for "the right to a speedy trial", does it?

Of course, this would mean hiring more judges and prosecutors, having more cases being tried at one time, needing more courtrooms, and all this obviously would require more tax dollars....

I don't think that's quite right - I don't think officers get paid more the more people they arrest. I'm not sure if that is what you are saying, but that is the way I read it.


As far as "everybody does something" - the officer in the OP admits they are stopping and arresting people who have done nothing wrong to meet their quotas.

where's all the ATS officers in threads like this?

anytime police come up in a political thread theres 4-5 guys who are like "well i AM a cop and THIS is how it is" (then they state their perspective).

or anytime martial law is discussed, they all pop up acting like IF there is a grand conspiracy then THEY must not know about it because THEY are on the same level as US. were all just normal Joe's doing the same amount of work.

but when a thread is discussed involving the more mundane conspiracys like the oversite and procedures of their "job", on an everyday level involving things like traffic tickets....nowhere to be found.



like the officer in the OP blaming his higher ups or pointing the finger at "standard procedure".what happened to discretion? if there was no discretion involved we could build a force of robots that would actually do a better job.

if you dont like the procedures dont join the force. they act like its just another job, its not. Sure this officer sounds genuine,

but did he quit his job? no.

is anything going to change? no.

then why bring up a problem that is in your hands if your unwilling, yet perfectly capable of, fixing it yourself?

to divert blame.

thats the beauty of pyramid authority...everyone on the bottom gets to point the blame to whoever is at the top. so even though the person above you has AUTHORITY (not random...GIVEN authority) to avoid guilt they pretend to be on the same level as you, while simultaneously enforcing something against you. (writeing the ticket)

makes the ticket alot easier to give if you sympathize for him.

"the poor cop its not his fault...he just has to make quota "
